Until, however, these questions of account could be elucidated, the actual existence of a surplus of money in the chest was a fact on which the Local Government could not but be a conclusive authority.
6. The amount of that Surplus was liable to be affected before the commencement of the new Financial year, after the 31st of March 1848, but by such calculations as the imperfect data would admit, it was thought that it might be safely assumed at £2822: and adding £200 to the expected Income for the year of £31,078, the total available amount of Colonial Revenue was estimated at £33,900.
The estimated Expenditure being, as before stated £58,900, the Balance of £25,000 was the sum which it was proposed to Parliament to vote.
7. Such was the basis on which this Estimate was founded. It was based on the latest and most authentic Reports from the Colony of which the Government was at the time in possession. The present Governor fears...
